Keep in mind that we get 45 players on the server every day and we have to manualy anti cheat every each one of them which means there will always be players cheating and getting away with it.

I understand this, however I've been telling tons of admins, and all i get is "video is not proof" and "if the anticheat says they are clean they are clean"

Tell me this is clean after you repeat the same movement these people did.

Anticheat is outdated, there are hacks that go around the Anticheat radar.

Sorry but there is no actual evidence of the guys hacking and according to the policy in order to punish someone for hacking you will need an official anti cheat screenshot clearly showing a user cheating.
