The playerbase is much larger than back when you were admin. Another issue is that staff tend to play on Server 2, and the users are on Server 1. This means Server 1 gets full on users, or mostly users and like 1 staff member, making it difficult to handle situations. IMO, S1 should probably have more slots so it doesn't get as full. The only issue with adding more slots is likely whether or not it would actually be worth the investment.
If staff refuse to do their job, they don't keep their job, simple as.

Much larger? When i was staff server had 32 players every single day. Same as now, it hasn't changed you're just using it as an excuse. You are accepting way too many new mods every week and u ain't focusing on the existing staff to do their job. EDIT: Also the server only needed 1-2 staff members to be able to handle every single situation painless, even when the server was full, atleast when i was staff. Now its just a shitshow.

Another thing we didn't have back then? Two servers. Now staff has to spread over two servers and can choose the map they like. Unfortunately, this is often not minecraft_b5, thus we end up with a lack of staff on S1.
