I imagine this is a result of previous autoslays which are given for breaking the rules - in which case you can wait them out until you can play again.
The second possibility is that you are in spectator mode - if this is the problem then press F1 and go to settings where there will be an option for spectator mode, make sure this bar is red.

Encountered a guy with the same problem yesterday.
!aslay "name" 0 worked so staff members should try that :)
