Allright before i put this topic to rest there are a few things you should know.
After i scammed Hellforce there are a few things i came to notice and find out.

Hellforce was the owner of an exploited gang that he exploited.
I had no idea about this gang being exploited untill he started to taunt at me.

After i found out EMP had already spoken to him before about this
i decided to go and ask EMP under what circumstances he was allowed to keep his gang.

After speaking with EMP i was told he was allowed to keep the gang and wait for EMP to remove the exploited upgrades he purchased with the loot.
and that he was under no circumstances allowed to sell his current exploited gang or he'd face a permanent ban for trying to sell an exploited gang and exploiting in the first place.

Hell force has been trying to sell this specific gang for the longest time now ignoring exactly what EMP asked of him.

The gang that i scammed off Hellforce will be removed by chute on my request.
Hellforce is banned.

The moral of the story is. Don't exploit its gonna nip you in the butt
