Scammers is present in real life, so there's no reason for it not to be in RP? You know what exists in real life too? Murderers and serial killers, but you can not RDM. Scamming should be as illegal as RDM. (inb4 "that's why this is rp and not real life" I was not the one who made that argument in the first place, so chill)

When you scam for VIP/Boosterpacks you aren't scamming the server, you are scamming a player trying to get VIP/Boosters or selling them for IG Cash (Which is illegal).

Now for the RDM, this is a DarkRP server, not a Terrorism/Serial Killing Server. Allowing RDM would basically wasting the game mode.
